MULTAN, Feb Ist, Chief Justice of Pakistan Mr.Justice Gulzar Ahmed has expressed his concern on the deforestation in the hottest city of Multan , non-availablity of street lights and children park without facilities and said that civic rights are a responsibility of the state because these were guaranteed in the 1973 constitution which is a unique.Delivering his speech at seminar on" Civic Rights & duties of state," organised by High Court Bar Association Multan.which was also attended by Chief Justice LHC Mamoon Rashid, Supreme Court Judges Umar Ata Bandial, ,Justice Ijaz-ul-Hassan, Justice Aminuddin Khan , LHC judges Justice Muhammad Qasim Khan,Justice Shehzad Ahmed Khan, Justice Sardar Ahmed Naeem,Justice Jawad Hassan, Justicve Masud Abid Naqvi, Justice Shahid Bilal Hassan, Justice Tariq Saleem Sheikh, Justice Muzammil Akhtar Shabbir,Justice Sadiq Mehmood Khurram, Justice Muhammad Waheed Khan, Vice Chairman Pakistan Bar Council Abid Saqi, President Supreme Copurt Bar Syed Qaln-e-Hassan The CJP said that Speakers of the Seminar particularly Malik Haider Usman President of High Court bar had read my mind and he left nothing for me to narrate.He said that civi rights was an important topic and we would have to do continuous struggle to get these rights.He said that Judiciary would have to play a significant role in safeguarding the basic human rights,civic rights.He said that it came to his knowledge that a children was in a bad condition in Multan. He visited this park and local administration immediately removed the garbage heap and rehabilitate this park immediately.Now this park would also be used by the boys of neighbouring school.He said that mango orchards which are symbol of Multan were being cut ruthlessly to develop housing societies, colonies.
He said that it was disgusting,we should plant new trees or find an alternate way to save these trees.otherwise we would have to find a way.He said that Constitution and Local Government act and other laws ensure the civic rights of the common man.Unfortunately, some laws are limited toIslamabad territory and these would take time to reach these far flung areas. He made it clear that judiciary does not afraid of anyone while exercising its powers and it would treat equally with all people because it was a demand of the justice. He said that there was no frailty or weakness in the judiciary which cdould hurt us.We would take to responsible persons to task. We are judiciary of this country and we are aware of our powers and position.
Chief Justice LHC Mr.Justice Mamoon Rashid said that pollution free environment, clean water, education, health facilities and secuirity were basic civic rights which were guranteed by the constitution.There was dire need of litigation of Public interests and judiciary will play its role to conserve their rights.He said that Smog , Fog and air pollution were basic problems which were directly affecting the community.He said that administration should control the rapidly deteriorating environment due to Chemicals, Smoke emitting factories,vehicles, factories in residential areas, Medical waste. He stressed the need for adopting alternate enery like Solar ,wind etc and use of Zig-Zag technology in Brick kilns. Justice Aminuddin Khan,Justice Sardar Ahnmed Naeem, Justice Jawad Hassan, Justice Shehzad Ahmed Khan,President of Supreme Court Bar Association Syed Qalb-e-Hassan, Vice Chairman of Pakistan Bar Council and President of High Court Bar Malik Haider Usman, General Secretary Mian Arshad Waqas Chhajra also spoke on this topic. After conclusion of Seminar Shield were distributed among the renowned industrialist ,former President ofMCCI Khawaja jalaluddin Roomi,and member Executive Committee while a souvenir was given to Chief Justice of Pakistan
