Police baton-charge, fire tear gas as lawyers’ protest turns violent outside LHC

Lahore’s GPO Chowk on Wednesday became a battleground between riot police and lawyers after the latter staged a protest rally and attempted to enter the Lahore High Court (LHC).

The lawyers’ attempts to gain entry into the high court were repelled by police, who baton-charged, fired tear gas at and used water cannons to disperse them.

A correspondent Rana Bilal, present at the scene, reported that violence erupted as lawyers, including members from the Lahore High Court Bar Association (LHCBA), demanded the dismissal of a terror case filed against fellow lawyers, and protested against the shifting of a court to a different location.

The correspondent said that dozens of lawyers were arrested and wounded in police action, while some members of the press, law enforcement agencies and bystanders were also affected.

Negotiations between the police and lawyers have so far failed to resolve the impasse, the correspondent on the ground added.

Punjab Chief Minister Maryam Nawaz said she had directed Inspector General Dr Usman Anwar to “refrain from using force against the lawyers”.

“Lawyers must also resolve their matters with LHC amicably. For the safety of the citizens of Lahore, confrontation should be avoided,” she said in a post on X.

Speaking to Dawn News, LHCBA President Asad Butt said that the lawyers’ protest would continue until their demands are met.

“The police have inflicted cruelty by using force against a peaceful march,” Butt said, noting that dozens of lawyers have been injured by tear gas shelling.

He demanded that the notification of the division of courts be withdrawn immediately, and that cases filed against lawyers should be dismissed.SCBA condemns police action, calls for suo motu

The Supreme Court Bar Association (SCBA) strongly condemned the “police high-handedness against the peacefully protesting lawyers” and urged Chief Justice of Pakistan (CJP) Qazi Faez Isa to take suo motu notice of the incident.

In a statement, SCBA President Shahzad Shaukat, Secretary Syed Ali Imran and the bar’s executive committee “expressed solidarity with the lawyers and their just stance”.

“Numerous lawyers have reportedly sustained serious injuries and many have been unjustly detained,” the statement highlighted.

It demanded immediate medical attention for the wounded and the prompt release of the arrested lawyers.Tensions escalated at the GPO Chowk outside the Lahore High Court on Wednesday as lawyers from the Lahore Bar Association (LBA) rallied against the proposed division of civil courts and terrorism cases against the lawyer fraternity, leading to a violent confrontation with law enforcement.

The protest took a chaotic turn when participants attempted to enter the high court premises, prompting clashes between police personnel and lawyers. 

According to witnesses, the situation escalated rapidly as both sides engaged in physical altercations. Police resorted to using tear gas shelling and baton-charge to disperse the crowd, leading to further chaos and unrest. The lawyers responded with pelting stones on the police. 

Amidst the chaos, at least 10 lawyers were reportedly arrested by the police, including Lahore Bar Association Secretary Rao Tehseen. The administration also shut down the Orange Line train, GPO Chowk. Two lawyers were also arrested during their media talk. 

In a bid to control the situation, the police closed all the doors of the high court, effectively sealing off the premises. Additionally, police deployed water cannons to deter the protesting lawyers, resulting in a tense stand-off between the two parties. 

SSP (Operations) Ali Raza claimed that the lawyers initiated the clash by pelting stones, after which police started shelling. He added that negotiations with the lawyers' representatives were being held. 

At least 10 police officials, including Model Town Superintendent of Police Akhlaqullah Tarar and two station house officers, were injured in the clash with lawyers. The injured personnel were shifted to hospital for medical assistance, he added. 

Three of the injured police personnel were shifted to Ganga Ram Hospital for treatment. These included Anarkali SHO Akhtar Ali, who sustained severe head injuries, and Constable Subhan. 

An injured citizen, Mukhtar, was also undergoing treatment at the hospital, where the medical superintendent said immediate medical aid was being provided to all the injured. Hafiz Moeen said the operation theatre doctors and other staff are on alert in the emergency department. 

DIG (Operations) Faisal Kamran said the police force stopped the lawyers from going towards the high court. In the ensuing clashes, officials were injured, against which action would be taken according to law. He further alleged that police officers and personnel were injured because of the stone-pelting by lawyers. 

The DIG said a case would be registered on behalf of the police force, adding that the police displayed maximum restraint. He further said that security had been beefed up and both sides would try to solve the problem.

Countrywide protest tomorrow

The lawyer community has announced a countrywide protest over the issue of division of courts at the tehsil level. Senior lawyer Ahsan Bhoon said the Pakistan Bar Council had given a call for a strike on Thursday, and that no lawyer will appear in the courts anywhere in the country.

He said the lawyers will take out rallies across the country tomorrow. 

LBA General Secretary Rana Naeem said they wanted to hold the General House meeting inside the court and would not leave till then. "We have informed the Lahore CCPO that we want to peacefully go inside and hold a general house meeting. We are peaceful people, but one of our senior lawyers, has been injured due to the police violence," he claimed. 

The lawyers said they would formulate their next action plan after going inside the court, adding that the SSP (operations) and the CCPO had conveyed their message to the court authorities. The lawyers have demanded the withdrawal of the notification regarding the appointment of civil judges in the Model Town court, and that all the courts should be established in one place. 

They further said they faced difficulties in accessing the courts as well as transportation.

Senior lawyer Ahsan Bhoon said their protest was legal, and that they would protest according to the law. "We talk about the Constitution and the rule of law. We will go to the bar room of the high court," he remarked. 

CM Maryam's instructions

Punjab Chief Minister Maryam Nawaz has instructed the provincial police chief against using force on the lawyers. She said the lawyers should resolve their issues amicably with the Lahore High Court. "For the protection of citizens, confrontation should be avoided," she suggested, as a fresh round of clashes erupted outside the court. 

The police force once again fired water cannon and tear gas shells to disperse the crowd, as the protesting lawyers continued to pelt the security forces with stones. 

The SCBA lawyers also strongly condemned and criticised the “inept handling of this very sensitive matter” by LHC Chief Justice Malik Shahzad Ahmad Khan, who, they said, “failed to resolve the issue despite repeated appeals from the Bar”.

They highlighted that the lawyers’ arrests were a “clear infringement of the principles of democracy, freedom of expression, and the right to dissent”.

“If the police brutality continues unchecked and the lawyers’ just & fair demands remain unmet, this protest will escalate into a nationwide movement, with SCBA spearheading the call for nationwide action,” the Bar’s statement said.

Separately, the Pakistan Bar Council has called for a strike and announced a nationwide protest tomorrow, according to its member Ahsan Bhoon.

“No lawyer across the country should appear in court tomorrow,” Bhoon said, adding that lawyers would stage rallies across the country on Thursday.

Earlier, footage broadcast on television showed a large number of riot personnel and lawyers clashing, with what appeared to be tear gas blanketing GPO Chowk.

In a post on X at around 12:30pm, the Lahore Traffic Police said that a diversion had been placed at High Court Chowk and Istanbul Chowk towards GPO Chowk.

It further added that the Cantt deputy superintendent of police was present at the scene along with “additional contingent”.

Speaking to Dawn News, Lahore bureau chief Muhammad Bilal said that all gates and roads to the LHC have been shut so that the lawyers could not enter the court.

“Those outside and trying to enter are being shelled and dispersed with baton charge and water cannons,” he said, adding that the lawyers were becoming frustrated with the police’s response against them.

He noted that since the LHCBA had announced the rally beforehand, there was already a heavy police contingent present at the scene with anti-riot forces and water cannons.

“While the rally was making its way to the court, it was peaceful. The police began taking action once the lawyers tried to make their way into the court,” the bureau chief said, describing the situation as “pretty tense”.

Meanwhile, when asked why the police resorted to shelling at the lawyers, a senior superintendent of police said the protesters had first pelted stones at the police and tried to engage them in a fight.
