Multan, July 5th: Fearless and morally corrupt mafia availed the chance of Pandemic Coronavirus and minted money day and night to fill their coffers.Punjab Chief Minister Sardar Usman Buzdar sanctioned a special grant of Rs.100 million for the Punjabof PPEs, but major part of this grant was embezzled by corruption mafia. A citizen of Moza Nehalay wala (Kabirwala) Ch.Muhammad Naeem Jaffer informed the Punjab Chief Minister Sardar Usman Buzdar, Provincial Secretary, Special Healthcare and Medical Education Department, Director-General and Regional Director Anti Corruption Establishment through a petition with documentary evidence that Medical Superintendent of Nishtar Hospital Multan Dr.Shahid Mehmood Bukhari has allegedly grossly violated the PPRA rules and directly purchased Personal Protective Equipment (PPEs)without any advertisement, competition, or quotations. Entire goods were purchased through Rana Enterprises who is neither manufacturer nor authorised distributor/supplier. Personal protective equipment and other goods were not approved by the WHO, Drug Regulatory Authority of Pakistan (DRAP) or Drug Testing Laboratory(DTL) and without warranty or Guarantee. Some locally manufactured items were treated as imported articles without necessary documents, All locally made, substandard, poor quality, mostly non-functional were accepted without physical verification. The complainant further alleged all items were purchased on 100 to 400 percent higher rates from the market prices to embezzle at least 80 million rupees. In spite of availability of goods in-store, the purchase was made in the bulk of Rs.16 million in a day beyond his competency at a much exorbitant rate.The plaintiff demanded a high level inquiry against the Medical Superintendent Nishtar Hospital and said that N-95 & N-99 locally made mask was available in Market at Rs.500/600 per piece but it was purchased in bulk at the cost of Rs.1050/-Surgical mask disposable /Local was purchased at Rs.1650 per box of 50 pieces, Manifold Local was available in Market at Rs.1,95,000 but it was procured at Rs.5,47,700, Blood Pressure(BP) Apparatus (China Made) was purchased at Rs.3390 while it was selling in market at Rs.1600/1800, Nebulizer (China made) purchased at Rs.7749 instead of Rs.1800/2000, E.C.G role is openly selling at Rs.180 to 200 but it was purchased at Rs.1399/- Syringe Pump rate in open market is 25,000 to 30,000 but Rs.1,95,700 were paid against this item, Pulse Oximeter was supplied at Rs.2,87,400 instead of Rs.70,000-80,000, Laryngoscope Pakistani/Local procured at Rs.7720/- while its original cost was Rs,.1500/1600,Ambu bag local was purchased against Rs.9345 while market rate was 500 to 900, Oxygen Cylinder with fitting was purchased at Rs.29,340, while this facility was available at Rs.15000 to 16000,Digital X-ray cassette acquired at Rs.1,47,990 instead of 25000 to 30,000 (Retaile price)Thermal Gun (China made) purchased at Rs.27,770 when it was selling in market at Rs.5000 to 6000,Hand Sanitizer(Per litre)was purchased against Rs.1000 while its actual price was 300 to 400/litre and PPEs kits /local got at Rs.1050 instead of Rs.350 to 450 per kit.
